After some research with the help of others I have the answer

The genus Icerya named after Dr. Paul Laurent Edmond Icery (1824 - 1883) an eminent Mauritian sugar technologist who sent the first specimen to Signoret who described the Genus

The species named for the honor of the entomologist Purchas from New Zealand who sent the first Icerya purchasi to Maskell.
